NY state return qualified charitable contributions

I'm preparing a NY state return and noticed that in IT-196 (NY itemized deduction) line 16a is left empty. Per IT-196 instruction that line should contain the amount of cash charitable contributions elected as qualified contributions:

"If you claimed an itemized deduction for gifts to charity by cash or check on your federal income tax return, enter the amount of any contributions, included in the total amount reported on federal Schedule A, line 11, that you elected to treat as qualified contributions."

This value in this field affects the final calculation for allowed itemized deduction. Where can I make the election to treat cash charity contributions as qualified contributions?

Here is a useful feature

Check return. Find the form you want (maybe click ALL) Find the box or line you want. If you live right it will be shaded in blue.. Click that blue. VOILA - this one ends you up  in Itemized deductions with a special column just for New York. You guys are so special, you get your very one listing of overrides!

Thank you for the tips! I just followed your instruction which led me to the Itemized Deduction section. I tried putting in an override in two places:

1. Under "Gifts to Charity" in the "State & Local" tab: in this case the amount only flows to Line 16 in NY IT-196 but not Line 16a.

2. Under "Qualified contribution for disaster relief (cash) [Override]": in this case the amount did flow to Line 16a, however, it's still not included in Line 2 of the "NEW YORK TOTAL ITEMIZED DEDUCTIONS WORKSHEET" (where Line 2 says FORM IT-196, LINES 4, 14, 20, 29, 30, AND 37 PLUS QUAL. CONT. and should contain Line 16a amount).
