Program is inconsistent

When last years fee is selected as a column on the client display screen last years fee is ************'d out just like the social security number column is when the client is password protected.  I can completely understand why the social security number is *****'d out and that makes sense.

To screen out last year's fee makes no sense.  

There are other fields that are also screened out besides the social security number when cleints are password protected.
