When I am looking at a tax form and click on the green "Statement" next to a particular line, the statement does not come up and then the entire program locks up.

Try rebooting.
Try re-installing via WebSetUp
It's 2019. I've rebooted and reinstalled.
There's something new this year called Lacerte Tools Hub that supposedly works wonders with all sorts of installation issues. I haven't tried it, as my AV software thinks it has a virus and I haven't worked thru the solution.
Try it, or call Lacerte support.
OR - as an afterthought, make sure all Win10 updates are current. I've heard of issues if not.

The linked ↑ Help Article ↑ comes with this warning which is never a good sign, "Before you begin: Back up your registry before attempting to do anything in it."
I had the same problem and couldn't get an answer on here. I finally found the answer so I'm posting here for others to get the issue fixed.
1. Click on the Worksheet link, press ALT + Space then release both keys.
2. Click Maximize
