If I had to guess, they're still trying to figure out how to get it moved from Title 31 to Title 26 so the IRS can administer it but yet still allow 'law enforcement' to get at it freely.
Just my two cents.
I'm fascinated that that House voted for it 420 votes to 1.
Edit: I just looked up the "who" voted against it - Thomas Massie of Kentucky, but I'm curious on the "why" when it seems that everybody else was fine with it.
Massie is one of those politicians living in his own universe so I'm guessing the reason he voted no was because everybody else voted yes.
