I'm fascinated that that House voted for it 420 votes to 1.

• It's rare that so many agree about ANYTHING in Congress.
• Who voted against it, and why?

Edit: I just looked up the "who" voted against it - Thomas Massie of Kentucky, but I'm curious on the "why" when it seems that everybody else was fine with it.
