How can I make a list of individual clients who have a schedule c? I can use filters for everything else, but it does not list schedule c when I try to create a filter.

Normally you could create a Filter, but I think you have discovered the new "Improved" Lacerte with no Schedule C. https://accountants-community.intuit.com/discussions/lounge/1881962-your-content-and-community-team

Missing Schedule C filter option. This unexpected behavior was reported earlier in the year and is currently scheduled to be included in next week's update.  8/28/2019 (Version 39.0828)
