Two State ID numbers from the same state on one W-2

I have a client with a W-2 that has two different state ID numbers for California. Each of these state ID numbers have different state wages and withholding. This is the diagnostic error that I receive:

"e-file: Form W-2 #3: Two e-file state names are the same, causing state withholding to be doubled in the e-file. (ref #5171)"

The withholding is not being doubled, as it is reporting two separate state ID numbers. I understand the error but I am looking for a workaround that will report the proper withholding from each state ID. I want to avoid California coming back with a letter saying that the withholding wasn't properly reported (as I have seen in recent years with California). Any help would be much appreciated.

I would be tempted to enter the W-2 as two individual W-2s.  As long as the federal wages agree in total for the federal EIN, I don't think the IRS is really going to care.
