why does pro series allow to efile an amended state when I wasn't the original preparer of the return but not the same for the federal.Thanks

I am not the original preparer, trying to avoid sending in by paper.

I did an amended NY return for 2018, which I wasn't the original preparer. It was accepted. I tried to do the same thing for a new client in 2019 and the error ...
