The S Corp is buying out the 50% owner.
Does a 1099-DIV box 9 need to be filed for the exiting shareholder?

You don’t buy out a shareholder by way of dividends so I’m not really crystal clear what you are asking.
No.
If the S-Corp is really buying out a shareholder, you likely have treasury stock (assuming the state in question so allows).
OR, is the one 50% shareholder buying out the other one?
