Part Year Resident state return

I'm filing taxes for a client who lived in Tennessee 01/01/2019 - 7/12/2019. However, she did keep her rental property in Tennessee thru 12/31/2019. She came to NC on 7/13/2019 (lived with her parents) and began a job in NC. I filled out the Info worksheet and the tax program is filing her as a non-resident in both states. Is this possible? Can she file a tax return with no residency in either state?

At the bottom of the federal information worksheet you can input the dates lived in each state and fill out the part year allocation worksheet for each state.
