CP39 notice amendment

Hi,

Client received a CP39 notice saying their 2023 refund was applied to 2021 tax owed. He never received a notice of changes regarding the 2021 return. So unclear what the IRS adjusted for. In reviewing his wage and income transcript there were 2 1099Bs that were not part of the original return with cost  basis NOT reported to the IRS. I did an amendment and the client should get a refund. The concern is that the statute of limitation for 2021 refunds is coming close. My questions are:

- As long as the amendment is postmarked within the statute, then it's ok? I'm not sure the IRS will process the refund anytime soon.

- He called the IRS and they told him he can upload documents online (not sure he specified amendment). His notice doesn't say anything about online upload. Anyone has experience with doing so online. Do you suggest online or mail or both?

Logistically, what's the best way to handle this?

You might get a POA and call the IRS once the return is received.  Presumably you sent certified return receipt?

Haven't sent it yet. But it would be certified with signature
