Good afternoon,
I'm reaching out because one of my client's is a construction inspector and one of his acquaintances informed him that just because he's in the field of construction, he's automatically eligible for a $500.00 tax credit. He's lives and works in NJ and is purely a W-2 employee. I haven't heard of such a credit before, but I wanted to see if there was anyone else who possibly has heard of this?

The employer entity would look into this. Perhaps his buddy is running his own business, but your taxpayer isn't doing so?
I know very little about New Jersey income tax and even less about New Jersey property tax. Does your client even know what kind of tax his friend is talking about?
NJ has job creation and developer incentive programs. They are applied for by the business, not an employee. I have clients who are developers across a handful of States and they have lots of these applications and awards and tracking requirements ongoing.
