The installment agreement application needs to be approved by IRS before it will go into effect, that generally takes a few months in normal years, who knows how long this year. Your client will get a letter via USMail approving or denying the application and have an authorization for them to sign for auto payments to begin.
You can set up a payment to go along with the Efiled return, but its not really an "installment" payment, its just a payment against the total balance due.
