Why does Proseries print IRS address on voucher for OH taxpayer?

My client lives in California, the 1040-V shows address to mail balance due to PO Box 802501.  IRS says that PO Box is for OH taxpayers only

they changed a bunch of addresses this year.....IRS does NOT say its for OH only.
