The form is there and can be data entered just in case they retroactively change the law. I haven't looked at the actual form but I understand there is a big notice on the form saying that.

If its credits on Page 2 of the 5695, you'll see the big informational block at the top of Page 2 that says they haven't been extended...or at least not yet.
Is teh taxpayer actually eligible for a credit? Check the new tax law.
