After review of the software and business rules provided by the state - users should be able to efile returns in this situation. A partner with a foreign mailing address does not need a valid social security number or EIN. The identifying number should remain blank.
We agree that the current configuration of Proseries is not allowing you to efile and will urgently work to make any changes necessary to correct the issue. Sorry for the difficulty this has caused you and appreciate the time you took to post the issue.
I will stop back in after it is released to confirm that your issue has been resolved.

A release for the IL products has been pushed to the users for the issue your raised. If the shareholder/partner is using a foreign address, a valid SSN or EIN should no longer be required for efiling in the product. Please update your software before submitting your electronically filed returns again.
