Do you need to complete the Third Party Designee action in order to represent a client before the IRS?

You need to be an EA, CPA or tax ATTY to represent someone before the IRS.

3rd party designee will allow you to get current year tax return/refund information for the client return.

And, to represent them you need IRS Power of Attorney Form 2828 or Form 8821.

The more I know, the more I don't know.
