The 1041 pay per return wants to charge me $4,922 for a $49.22 1041. How do I handle this?

Close the file, update the program, shut down the program, reboot the computer and try again.

I thought maybe they were just charging extra to recoup those extra programming costs incurred in getting the 8915F released so early 😬

Log into your proseries account and see what looks funky and maybe you can increase your balance there instead of at the program level.

This is at least the third post I've seen where the PPR ignores the decimal point and tries to charge 100 times what it should.

A new "feature" for this year was this new-and-improved PPR programming.  It seems like they missed something.
