I thought stimulus checks were not suppose to be used to pay tax liabilities. If that is true, why does the 2020 tax program treats unpaid stimulus amounts as tax payments used to offset tax liabilities. If other payments are not sufficient to pay 2020 taxes, the stimulus is used to pay any balance.

The advance payments couldnt be offset, but any RRC on the tax return will be applied to a balance due like any other credit.
