Sole member LLC reporting income on 1040 Schedule C and state reporting

If a sole member LLC reports income on 1040 Schedule C, does it need to file a IL 1065 to pay replacement tax in Illinois?

No, Here are IL instruction: 

Filing requirements. You must file Form IL-1065, Partnership Replacement Tax Return, if you are a partnership, as defined in Internal Revenue Code (IRS), Section 761(a)

I am not familiar with IL taxes, but if you are filing a sole proprietor for the federal return, why would you file a partnership for the state?

The IRS allows a sole member LLC to file schedule C.  I don't know if Illinois also allows income from a sole member LLC to be reported on IL form 1040 because Illinois imposes a 1.5% personal property replacement income tax on all S corporation and LLC “partnership” business income derived in the state of Illinois.

A single member LLC is not a partnership although.

It's a Requirement. Not "allows." The Feds don't recognize Single-member "LLC" entity type and it is treated as disregarded.

"If the LLC is a disregarded entity for federal income tax purposes, so that its income, deductions, and other items are reported on the federal income tax return of its owner, its income, deductions, and other items will be reported on the Illinois return of its owner. The LLC has no Illinois income tax filing requirements. For example, if the LLC is treated as a sole proprietorship for federal tax income tax purposes and its income is reported on its owner's U.S. Form 1040, U.S. Individual Income Tax Return, for Illinois purposes the LLC's income will be reported on its owner's  Form IL-1040, Illinois Individual Income Tax Return."
