Why can you switch a dependent on a MFS tax return to get additional stimulus payment?

This was a prior discussion on this platform. Theoretically yes, as long as the custodial parent releases the exemption and signs the Form 8332. The noncustodial parent is required to attach that form to their tax filing.
Why? Because these stimulus packages were thrown together quickly and loop holes were left open.
