I have a client. He has Maryland sche.K1- Non resident. He supposes to get full refund from the withholding of non-resident K1. But on form K1, there is an addition of net decoupling modification that causes him a tax due. How do I do to get rid of that?

Why do think he should get a full refund of MD tax withheld. MD taxes a nonresident partner/shareholder on their share of the entity's MD source income. The computation is more complicated than that, though.
