You might as well have windows XP....Windows 7 is not going to work.

If you upgrade to Win 8.1 and its 64 it you should be able to download it as long as your system meets the rest of the minimum requirements

In 2018 Win7 could still be used, they changed the requirements for 2019.

Time to upgrade.  Actually last month was the time to upgrade.  Windows 7 was quietly put to sleep by Microsoft last month.

Not necessarily.  It all depends on whether the computer meets the software minimum requirements.  If it does, you can just go with upgrading your operating system.
