Im not sure what you mean by "restored" (did you use BackUp/Restore with data files from one computer to another?), but if you are missing clients from the Homebase screen (and youre sure the actual client tax files are located in the correct Data folder), try running Homebase Database Maintenance and see if that syncs up what you're seeing.
