What is the process of having state electronic estimated tax payments made. I had two clients that needed to make state quarterly payments but the states did not deduct them. Before efiling the federal and state do I efile the estimates first?

Most of the time the quarterly estimates will only be paid electronically if set up and efiled along with the tax return. I think there's 1 or 2 states where estimated tax payments can be efiled separately.

New Jersey and Maryland. I set up to pay electronically when I filed the federal and state returns, but the states never deducted the payments quarterly.

so do you efile the estimates before you efile the federal and state tax returns?

No. I don't think there's a way to do that.
FYI MD can be very slow to take scheduled payments.
What kind of tax return?
And are you saying 2024 quarterly payments submitted when you efiled the 2023 return were never made?
