IRS just opened a portal this morning for people with no filing requirement.

Have them go to the IRS website and sign up.

I'm sure he's not making that up, nor is it possible that he's confused.  I'm just amazed he managed to talk to someone at IRS -- and when was it, two weeks ago?

If he doesn't trust you and would rather deal with IRS directly, why did he ask you in the first place?
