Taxpayer had tax liability of 21k which is well below the California mandatory epay requirement of 80k but system will not print CA estimate vouchers even though he is required to pay about 21k in estimates for 2020
How do I fix this?

Taxpayer is required to pay this and all future payments electronically is "Your estimated tax or extension payment exceeds $20,000"
Or if CA tax liability exceeds 80k
In this case the liability is 23k which is less that the 80k but more that the first 20k rule
Since ProSeries checked that mandatory epay box on its own, I now assume the 20k rule applies to the annual estimate requirement and not just each individual estimate payment
Do they appear in the Forms in Use list but just wont print, or do they not even show up in the forms list?
They do not appear in the forms list
But if I go to to each form, each form shows on the screen but still not on the forms list
And can only print if I print each as an individual form - not with pdf or print of the entire return
Is it like the federal Estimated Tax Worksheet where you have option to select "Calculate estimates regardless of amount" ?
Perhaps I need to describe this better
On the 540-ES Estimated Tax Worksheet
1a 100% of 2019 taxes checked
3a Calculate estimates if 500 or more checked (est amt is 23k)
Part II Overpayment application options
2a apply none checked
Part III Rounding and printing options
2a Print per part I lines 3a-c checked
Part IV Estimated Tax Payment Summary
col 2 July 15, 2020 line 2 indicated which payment is due next checked
Forms in Use window shows only "Estimated Wks" but no individual pmt vouchers
and the payment vouchers do not print with the return
Can only print vouchers by "File", "Print", "Print Selected Forms"

Think have just located the source of the problem
In the Information Worksheet Part IV
Mandatory Electronic Payments:
Client is required to make CA tax payments electronically is checked
Now I need to determine why that is checked
The current tax returns certainly does not meet the mandatory epay requirements
But maybe once you are required to epay all future pmts must be paid via epay
