Does anyone have experience with these returns? It seems they only apply if you live in certain counties in Pennsylvania? Does ProSeries support these type of returns if you file a PA state return?

PA has a zillion different local taxes. Many subscribe to a central reporting, others don't. ProSeries has a generic PA local tax form that can be used if the local jurisdiction accepts it. ProSeries also has some other Philadelphia local tax forms. Bottom line is if you work or live in PA you must pay PA local taxes. PA employers will automatically withhold taxes and you only (typically) only have to pay on other income. Non-PA employers typically do not withhold. You can find the PSD codes and filing requirements for each jurisdiction online. Remember, you may also have to pay quarterly estimates on the PA local taxes.

The Pennsylvania generic local return is not accepted by Pittsburgh.

Based on my experience last year, you have to mail in these forms. They are not supported via e-filing.
