I'm running Windows 10 with 64-bit. Spend over an hour on the phone with Proseries customer service. They could not figure out why it is not downloading.

Looks like it's related to Visual C++ instead, based on a prior post and according to MS. Perhaps you could give this a try and report back?

I get an error 1638 when trying to down load the 2019 Proseries software. I have tried the Visual C download about 5 times, updating my windows OS and it still doesn't work. Where do I go from there. I tried calling support they were not any help.

Just go to this link : https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads and then update Visual C++ and then install proseries.It worked for me.
I found a slightly different solution: I had the same issue reported. Reinstalling wasn't enough. I installed at least 5 times with same error every time. Then I realized that the most recent Visual C++ update wasn't working because it was conflicting with and old installation of the same. I went to the Control Panel/Uninstall a Program and removed all instances of the Microsoft Visual C++ component. Restarted the computer and the Proseries software installed everything necessary without a glitch.

I spoke with a customer and found out that if you delete all of the Visual C++ files (programs) from your computer and then relaunch the exe file, it should start working.

This YouTube video fixed it for me after my laptop crashed and had to have Windows re-installed.
The Visual C++ uninstall and update solutions didn't work for me. I was using firefox and that was the problem. I downloaded through Chrome and it worked. I didn't have this issue with 2021, 2020 or 2018. What a pain, this issue has been around for a LONG time, Intuit why not issue a patch to your download?
