Per IRS newswire issue number IR-2023-123: the IRS warns taxpayers of new scam mailing that tries to mislead people into believing they are owed a refund. New scheme involves a mailing coming in a cardboard envelope from a delivery service. The enclosed letter includes the IRS Masthead and wording that the notice is in relation to your unclaimed refund. The rest of the information is on IRS website.

But a photo would allow letter carriers to spot such items and contact a postal inspector before delivering them. And the Post Office already has enough work to do. Or are these actually being delivered by FedEx or UPS, in cardstock (not cardboard) envelopes? That's an expensive way to phish, but the results may justify the cost.
