Individual Tax Return Rejection Error code relating to forms 1095-A and 8962

Background

My initial submissions  (submitted a day apart) of 2 separate 2025 tax returns for a mother and her daughter were initially rejected. The reasons stated that both individuals had health insurance through a Healthcare Marketplace and Form 1095-A was missing. The mother obtained her 1095-A Form from her insurance. The 1095-A shows the mother was the owner of the policy for three months in 2025 and also covered her daughter for the same period.  I completed the mother's Form 1095-A and  resubmitted her mother's tax return.The mother's previously rejected tax return was accepted.

Three days later, I attached a pdf copy of her mother's 1095-A  along with note within  the ACA Explanation box. The daughter did not have a separate Healthcare Marketplace insurance policy.  I resubmitted the daughter's  tax return and it was rejected a second time.

Does anyone has any idea how I can resolve this rejection error ? I welcome your input

Sounds like you didn't include the 1095A on the kids return like youre supposed to?  

Go back the kids return, be sure you scroll down the Fed Info worksheet and check that she cant be claimed as a dependent (this is crucial when youre allocating 0% on the 1095A, it wont prompt you to mark it and the 8962 wont get included), then go and enter the 1095A the same as you did on moms return.  Then scroll down the 1095A to the allocation section, enter moms SSN and allocate 0% for the kid.  Make sure you see the 8962 is included.

That should get it accepted without any statement.

Thank you for your suggested resolution. However, I want to make sure I didn't exclude any facts in my initial message.

1. The mother is the policy owner and therefore the only one who received a 1095-A with the child's name listed as a covered individual under the mother's policy.

2. After the daughter's first rejection error, I didn't  create a 1095-A for the daughter. But instead, using the "Attachment" functionality,   attached  a PDF copy of the mother's 1095-A  within the "ACA Explanation box " along with a note and resubmitted. to the  child's return  

Are you suggesting for the child's return to actually create a replica of the mom's 1095-A (including the amounts for the policy)  and not send a PDF copy as an attachment

Also, as suggested, I went back  to the child's Worksheet and saw that  the "NO" box was  already checked in response to  " Can't be claimed as a dependent". I also just checked the 2nd " No" box on the Worksheet to further confirm that the child was not claimed as a dependent.

Then based on your suggestion, the final thing left before my resubmission is to enter the 0% allocation on the 1095-A and check for the 8962 Form.

Please let me know if I got the steps of resolving this error correctly.

Yes, the 1095A, an exact replica, belongs on both returns.

Yes, allocate 0% on the child's return.

Yes, make sure the 8962 is present in the list of forms in use, this is what IRS will be looking for, if that form is missing the return will reject.

You shouldn't need any additional statement or attachment.
