I have a with an disabled adult child living with them and they received a W2 with wages only for the care for this child.

The agency that sent them the W2, said the income was tax exempt, but there was no code in box 14. Wages in Box 1 was the only dollars filled in on the W2. I think the wages are taxable, but the agency says no. Can someone help me?
