I am trying to delete some clients, but when I go to client maintenance the delete feature is not functional.

You need to be in a regular HB view, not the EFCenter.
And you can just right click on the client in HB and choose Delete (you can tag them all and do this as well to delete multiple clients at once), you dont need to use Client Maintenance.
