How do you get the Notice 2019-07 safe harbor statement print to with the return and is it included in the federal e-filing?

Do I still have to print it get the signatures and then scan it in as an attachment?

Thanks for the info...I figured we'd still have to attach a signed form.  My problem is still that as nice as the ProSeries notice is, when I try to print it off all I get is a blank piece of paper!  I guess I'll just have to keep using my "in-house" form...
