How do I review a New York City tax return?

I am trying to file a return with federal, New York State and New York City elements? I receive an error message that the NYC return has not been reviewed. I do not see how to review the return.

NYC is part of the NYS return unless you are trying to file a 1127 return - then you need to pick nyc from the drop down menu (where you picked New York)
