Form SD 100

The Form SD 100 is not populating unless there is an amount associated to a school code being withheld.  In a 1099-R Worksheet, I populated 17-1, local tax withheld, 18-1, name of locality, and 19-1, local distribution, which enabled the Form SD 100 to appear and populate with the tax paper information.  All errors were reviewed and corrected and the Federal, State and Form SD 100 for Ohio were e-filed.  I received a reject notification, stating there was not support for the withholding.  I do agree, there is not any support for the withholding.  I removed the local withholding information from the 1099-R which automatically removed the Form SD 100.  Next thought was to populate Form SD 100 manually.  The majority of the fields required an override which creates errors that can't be fixed unless the override is canceled.  Is there a work around to enable the Form SD 100 to be e-filed
