Yes, it's been temporarily eliminated while personal exemption for federal tax is $0.

In response to your follow-up question as to the accuracy of this, the change was approved as part of H.B. 2540 and you can see this being reflected in §143.151 and §143.161 of the MO statutes. I believe these are in the 2018 form instructions as well.
