My client has a charitable foundation (Form 990‑PF) established in 2021. He has never filed tax returns for the foundation. On August 12, 2024, he received a revocation letter from the IRS and came to me to file the prior three years. I prepared the returns and submitted them electronically in October 2025.
Unfortunately, all three years were rejected with the following error:
"02/09/2026 12:10:20--Retrieve Updated Ac nowledgmentStatuses from the Intuit Host Server for EFIN
(CA Exempt)
Filing Accepted - This 2023 CA Exempt Business Filing was accepted by the agency on Oct. 07, 2025.
Return Rejected by Taxing Authority.
Error F990PF-907: If Form 990-PF, Item G, 'lnitialReturnFormerPubChrtylnd' checkbox is checked, then the 'EIN' of the Filer in the Return Header must be established as a public charity filer in the e-File database.
If on Form 990-PF, Item G, 'Initial Return of Former Public Charity Ind' checkbox is checked, then the 'EIN' of the Filer in the Return Header must be established as a public charity filer in the e-File database.
If necessary make the appropriate change and re-submit this return electronically. However, if the reject continues you may want to file this return via U.S. Mail. To file your return, print it and mail it to the appropriate taxing authority."
I tried every possible solution—for example, checking and unchecking Item G on the 2022 return (the 2021 return was blocked from e‑filing).
I also attempted to call the IRS at 866‑255‑0654. After being on hold for three hours, the call was disconnected. I then went to the IRS website to find out where to mail the returns, only to learn that the IRS does not accept mailed Form 990‑PF filings.
