When you bought 2017 did you buy Professional or Basic? And are you using Professional or Basic right now?
If you bought 2017 Professional and youre using 2017 Professional right now, try updating your Licensing.
Tools > License Products
If you bought Basic and are using Professional right now, you'll be charged per return. You may be able to call into support and get a manual code to waive the PPR fee.
