Federal Tax Return not required to be filed and NYS Tax Return is required to be filed

Is there a place in the program to indicate that if the federal tax return is not required to be filed that it not be efiled?  OR do I just not efile it.

 I don’t think they care if you file IRS or not . NY decoupled from IRS this year but they’ve always been independent

But ProSeries still prints out the letter that says they have to mail the federal return.  I don't want this in the letter.
