Do I need the required ECN to complete form 8895

Hi, I have a taxpayer that payed a healthcare ministry 2018 and needs to claim the exception on form 8965. I went to the market place to obtain the required ECN, exception certificate number, but it appears they are no longer issuing this # from what I can see. I've read that it should just be skipped from the ministry provider but the Pro Series program won't allow that. Any suggestions?

The exemption for a Healthcare Ministry had never required an ECN.  Use exemption code "D" on Form 8965.
