New client received no earned income, but received 1098-E and 1098-T. Wants to file to recover $1800 stimulus. Parents claimed client as dependent, and did not receive any dependent stimulus payment. Should I proceed to file for the stimulus recovery rebate?

It is not so much "Who claimed the dependent" as "Who is entitled to claim the dependent"

Lot's of times people claim dependent's they are not entitled to, which does not stop the proper person from claiming the dependent, it only stops them from efiling, if the other person claimed them first.
Correct. It's also true if the parents were eligible to claim them as a dependent but did not. The child's return would still have the "Someone can claim . . . you as a dependent" box checked on the 1040 which would make them ineligible for RRC.
