Child Tax Credit for US Born Child of Parents who did not live in US

Does a 2021 US-born child of the parents who did not live in the US more than 6 months in 2021 get the child tax credit?

Thank you, but that does not ask the questions if the parents lived more than 6 months in the US. 

The child was born in the US in Nov 2021, but his parents lived less than 6 months in the US, I would like to know if the parents can claim $3600 child tax credit for this child?
