Top menu bar TOOLS > License Product that should pull in your licensing information again and get rid of the error.
Have you tried re-licensing the software under the "Tools" menu?
You said you have 4 states. Are you using ProSeries Basic? Have you confirmed that you are not accidentally using the Professional version (which can be used on a Pay-Per-Return basis)? Look at the very top of your screen to see if it say ProSeries Basic or ProSeries Professional.
