Can I prepare tax returns in NY?

I have my PTIN but I am not an enrolled agent. Are there states that I cannot prepare tax returns for? I have potential NY clients.

Yes.  But you will have to register with the NY Department of Revenue first.  You can do this on line after you establish an account.
