Prior year Federal returns can be amended using current year program, is the same true for amending prior year IL returns?

I wouldn't try amending any return without using the program year for the year that is being amended.

Have you looked on the federal info sheet for amending states (under federal amending), and IL is not there in the drop down menu?

Can't be e-filed using current year, and the tax brackets are different from year to year, so as manually calculated returns, yes.
