adoption credit

 Adoption was finalized in 2023. Two children were adopted. Client has expenses from 2021 for child one. Should I go back and amend 2021 to get credit carry forward to 2023 or can I put it on with 2023 expenses? Second child has behavioral issues. I believe that would make him eligible for special needs credit. There are no expenses for 2nd child but he would still get credit. Correct?
