1099 from a private individual?

Good morning, 

I feel like this is a very basic question that seems to be clear as mud. 

If I hire my neighbor to clean my house one morning a month for $50/ *12 = $600. 

Do I have to provide a 1099? I've seen answers that say yes since the $600 minimum was reached. And no, because I am not a business owner.

Always appreciate the wisdom of the group. 📑

If it not for a business, no, you don't need to issue a 1099.

But if you were self-employed and worked out of your Home Office, then a 1099 may be required because it could be a business expense.
