    Can I still use pre-printed envelopes for 1040-ES and 1040-V to San Francisco?

    If the IRS mailing address changed (which it does frequently and pisses us all off who order custom envelopes) then yes you COULD mail it to the old address but I WOULD NOT. The ensuing delay in getting to the correct place could be very problematic.

    Print labels with the right address and put them over the wrong address

    I don't buy preprinted envelopes but I do print sheets of labels. 😀

    I wouldn't.  As mentioned already, just print out a sheet of labels and cover the wrong address.
