You should not enter an override. That usually will trigger an EFile diagnostic. Any override would trigger an E-file diagnostic. In the case of a state refund in the following year, when no economic benefit existed in the prior year, or if the taxpayer was in the AMT in the prior year, there should be a box in the current 1099G that describes such an adjustment. Never override an amount.
